Consultant Agreements

The Business Contracts Office issues consultant agreements for organizational analysis and advice related to University administration or management. Examples of consultant agreements issued through BCO include agreements for:

  • Organizational assessment
  • Work process improvement
  • Strategy planning and implementation
  • Executive development
  • Organizational development - retreat facilitation*
  • Organizational effectiveness training
  • Organizational development - focus group facilitation*

* Note: some retreat or focus group facilitation activities that are of a technical or specialized nature not related to University organizational development may be categorized as professional services (processed through Procurement Services). See Procurement Services under Buying Services for additional clarification.

Contracting with a consultant is a four-step process:

Step 1 Departments interested in organizational consulting services are encouraged to first contact the Center for Organizational and Workforce Development (COWD), a campus organization that will:

  • Provide a complimentary assessment
  • Offer appropriate referrals to on-campus and/or off-campus resources
  • Assist with the administration of the contracting process and next steps

Step 2 COWD will advise the department of consultants with existing campus-wide consultant agreements which may be used by the department.  COWD will work with the department to determine if an amendment to a current campus-wide consultant agreement or a one-time consultant agreement is appropriate for the department's needs.

Step 3 After the above determination has been made, the department follows one of the following sub-steps:

  • For an amendment to an existing campus-wide consulting agreement: The department prepares a Consultant Agreement Request Form and forwards the completed CA Request Form, Consultant's draft proposal, scope of work and any backup documents to the Business Contracts Office.  
  • For a one-time consultant agreement: The department forwards the Model Consultant Agreement (One-Time Engagement) to the consultant and works with the consultant in completing the information required in the agreement.  The department then prepares a  Consultant Agreement Request Form and forwards the completed CA Request Form,  the completed Consultant Agreement (One-Time Engagement), and any backup documents to the Business Contracts Office. 

Step 4 When all terms are in order, the Business Contracts Office executes the amendment to the Campus-Wide Consultant Agreement or the one-time Consultant Agreement on behalf of the Regents and returns the amendment or Consultant Agreement to the requesting department. The department obtains the Consultant's counter signature and forwards a copy of the fully signed amendment or Consultant Agreement to BCO. Please use the process described in Business Contract Payment to make payment against an amendment or Consultant Agreement issued through BCO.
